awareness on the benefits of arbitration as certain kinds of disputes
could be best resolved through that method. In spite of delays, lengthy
procedures, absence of physical infrastructural facilities in courts,
people thronged courts because it was an institutionalized system. Lok
Adalat succeeded tremendously because people accepted it as a viable
system. But arbitration as an alternative to court system had failed to
catch people's fancy. An institutional framework for arbitration cases
was working quite well in other countries, including England and
Singapore. There was a need to introspect and find solutions to the
problem.
